Saudi Arabia employs more Indian workers than almost any other country, and the rules governing that employment have changed substantially in recent years. A great deal of the advice circulating in India about working there is out of date, and out-of-date advice in this area is not merely unhelpful — it is what allows agents to misrepresent what a worker is agreeing to.
This article explains how recruitment for Saudi Arabia actually works from India: the legitimate channels, the documents, the sequence, and where fraud enters.

It is general information, not immigration or legal advice, and it is not a job advertisement. Rules change, so verify anything time-sensitive through the official sources listed at the end.
The legitimate channels
Direct hiring by the employer. Saudi companies, particularly larger ones, recruit directly for skilled and professional roles, advertising on their own careers pages and through recognised platforms. The employer then arranges the visa, and no agent is involved.

Through a registered Indian recruiting agent. Recruitment of Indian workers for overseas employment is regulated. Agents must be registered with the Indian authorities, and for workers in certain categories the emigration process runs through the government eMigrate system. A registered agent has a registration number you can verify.

Read the Guide →Through a licensed Saudi recruitment company. Saudi Arabia licenses recruitment activity on its own side, and there are official platforms through which recruitment and, for domestic workers in particular, contracting is managed.
What is not a channel: a person on a messaging app, a forwarded PDF listing many roles at once, or a social media page selling visas. That is how the overwhelming majority of fraud arrives.
eMigrate, and why it protects you
India operates an emigration clearance framework for certain categories of workers going to certain countries, administered through the eMigrate system. Saudi Arabia is a major destination within it.
The purpose is protective. It creates an official record of the worker, the employer and the terms, so that if something goes wrong there is a documented basis to act on. It also makes the recruiting agent accountable.
Whether emigration clearance applies to you depends on your category and on the current rules. Find out from the official source, and if it applies, do not let anyone persuade you to bypass it. Bypassing it is exactly what leaves a worker with no record and no recourse.
Register yourself, keep control of your own login credentials, and do not hand your account over to an agent.
The sequence of a genuine process
One. A vacancy exists with a real, identifiable employer, which you can verify independently.
Two. You are interviewed, and for skilled trades you may be given a practical trade test.
Three. You receive a written employment contract or offer setting out the job title, wages, working hours, benefits and duration. Saudi Arabia uses official platforms for the documentation and authentication of employment contracts, and knowing that your contract exists in an official system rather than only on paper is significant.
Four. Attestation and documentation as required, including any educational or trade certificate attestation.
Five. Medical examination at an approved centre, which is a standard requirement for Gulf employment visas.
Six. The employer obtains the work visa authorisation, and the visa is issued.
Seven. Emigration clearance where applicable, and travel.
Eight. After arrival, your residence permit — the iqama — is processed, along with insurance and other registrations.
At no point in that sequence does a worker hand a large sum of cash to an individual for the job itself.
What has changed, and why old advice misleads
Saudi Arabia has introduced significant labour reforms in recent years affecting job mobility, exit and re-entry arrangements, and the digital administration of contracts and employment relationships through official platforms.
The effect for a worker is that several things older relatives may tell you are no longer accurate descriptions of the system. That cuts both ways: some restrictions have eased, and some processes are now handled digitally in ways that create records where previously there were none.
Because this area has moved, and continues to, the only sensible instruction is the one this article keeps repeating: verify the current position through official Saudi sources rather than relying on community knowledge, an agent summary, or an article written a few years ago.
Practically, ask your employer which platform your contract is registered on and how you access your own records, and make sure you can log in yourself.
The contract: what to check
Read it before you leave India, not on arrival.
The job title, which should match what you are actually being hired for and what your visa is issued for. A mismatch between visa occupation and actual work creates real problems.
The wage, and its components. Ask what is basic and what is allowance, because end of service entitlements in Saudi labour law are calculated with reference to defined wage elements rather than necessarily the whole package.
What is provided: accommodation or an allowance, transport, medical insurance, meals in some arrangements, and the annual leave and ticket entitlement.
Working hours, weekly rest, and how overtime is calculated.
The contract duration and probation arrangements.
And whether everything promised verbally is actually written in it. In any dispute, the written and registered contract is what exists.
Costs: what is genuine and what is fraud
Genuine costs generally include your passport, attestation of certificates where required, the medical examination at an approved centre, and in some arrangements airfare depending on contract terms.
What is not legitimate is a large payment to secure the job: a placement fee running into lakhs, a charge described as the cost of the visa, or a payment to a middleman to put your name forward. Where a registered Indian agent may lawfully charge a service fee, it is regulated and should be receipted on letterhead with the registration number.
Ask for the receipt. The request itself filters out most fraudulent operators.

Read the Guide →The frauds, in the order you meet them
The advertisement. A circulating notice listing driver, cleaner, security guard, mason, helper and technician roles together, with a flat riyal salary and a phone number. Real employers hire for their own operations, not for six unrelated trades at once.
The registration fee. Small, designed to establish that you will pay.
The escalation. Visa, medical, insurance, ticket, urgent charges. The amounts rise and each is framed as the last.
The convincing document. An offer letter or visa copy. Documents are trivially forged; verify through official channels instead of believing the paper.
The substituted contract. Terms on arrival differ from what was agreed. Refuse to sign and raise it rather than accepting quietly, because signing is what makes the substitution stick.
The wrong visa. Being sent on a visa that does not permit the work you are going to do. This creates serious problems for you and none for the person who arranged it.
Verifying before you commit
Verify the agent registration number through official Indian channels, and insist on a receipt.
Verify the employer independently — its own website, a physical address, a real registered presence. Telephone a number you found yourself.
Verify the contract is registered through the official Saudi arrangements, and that you can see it.
Verify the visa category matches the job you are going to do.
Four checks. None of them takes long, and together they defeat almost every fraudulent scheme in this market.
If something goes wrong
If you have paid money in India to someone who has disappeared, report it to the police and through the national cybercrime channels, and keep every message and receipt. Where a registered agent is involved, there are official grievance routes.
If you are already in Saudi Arabia and the situation is not what you agreed, the Saudi authorities responsible for human resources and labour matters operate complaint mechanisms, and the Indian mission assists Indian nationals in distress. Both handle these situations regularly.
Do not stay silent from embarrassment. These operations are professional and they target careful people.
Frequently asked questions
Do I need emigration clearance? It depends on your category and current rules. Check through the official Indian system rather than relying on an agent.
Can I change employer in Saudi Arabia? Job mobility arrangements have been reformed in recent years. Check the current rules through official Saudi sources rather than relying on older accounts.
Who keeps my passport? Your passport is your own document.
Is a trade test normal? Yes, for skilled trades. Prepare for it as a practical examination.
What if the contract on arrival is different? Do not sign it quietly. Raise it through the official channels, because signing a substituted contract makes it far harder to challenge.

The documents to assemble before you start
Getting this folder together early removes most of the friction from any overseas application and makes it much harder for an agent to create artificial delays.
- A passport with adequate validity remaining, and enough blank pages
- Educational certificates and marksheets, with attestation where your role requires it
- Trade or technical certificates, including ITI certificate and apprenticeship completion where applicable
- Experience letters from previous employers on letterhead, stating role and period
- A driving licence, if the role involves driving, and clarity on what conversion will require
- Police clearance, where required for the role or the visa category
- Medical records relevant to any existing condition, and a list of medications by generic name
- Photographs to the specification required
- A bank account in your own name
Keep the originals with you and provide copies. No employer or agent needs to retain your original certificates, and a request to deposit them is a control mechanism rather than a procedure.
Photograph everything and store the images somewhere you can reach from another device. The most common practical problem overseas workers face is not having access to their own paperwork at the moment they need it most.
Talking to your family before you go
This is not usually included in guidance about overseas work, and it prevents a great deal of harm.
Two conversations are worth having explicitly. The first is about money: how much you realistically expect to send home each month once accommodation, food, phone and travel are accounted for, and over what period any debt taken for the move will be cleared. Families frequently form expectations from what a neighbour is believed to earn, and a worker under pressure to remit more than they have is a worker who ends up borrowing.
The second is about the process itself. Tell your family that no legitimate employer charges for a job, that the employer applies for the visa, and that you will not be travelling on a visit visa. This matters because relatives acting with good intentions are how most fraudulent offers reach people, and a family that knows the rules will not press you towards a bad one.
Leave someone at home with copies of your passport, contract, employer details and emigration records. If you ever need help urgently, that person having your documents makes everything faster.
The rule that protects you
A job is something you are given in exchange for work, not something you buy. Verify the agent number, verify the employer independently, make sure your contract exists in the official system, and never hand cash to a person promising you a future.
