Construction is one of the largest employers in India and among the most dangerous and least formalised. It is also the sector with the most generous unclaimed welfare entitlement in the country — a dedicated cess is levied on construction projects specifically to fund benefits for construction workers, and a very large share of what is collected goes unspent because the workers it was collected for are not registered.
This article is mostly about closing that gap: how the welfare board system works, how to register, what it actually pays for, and the safety rules that matter most in a sector where falls kill people every week.

The welfare board system, and why registration is the single highest-value step
Indian law establishes building and other construction workers’ welfare boards at state level, funded by a cess levied as a percentage of the cost of construction of covered projects. Employers pay the cess; the boards hold the fund; registered workers draw the benefits.
Eligibility is broadly: an adult construction worker within the specified age range who has worked a minimum number of days in construction in the preceding year. Registration is done with the state board, and each state runs its own scheme and its own list of benefits.

Airport jobs are among the most searched entry-level roles in India, and among the most heavily impersonated by fraudsters. Both facts have the same cause: the…
Read the Guide →- Accident and disability assistance, and compensation to the family in the event of death.
- Medical assistance for the worker and dependants, and maternity benefit.
- Education scholarships for workers’ children, from school through professional courses. This is often the most valuable benefit and the least claimed.
- Pension after a qualifying period of registration and a specified age.
- Marriage assistance, funeral assistance, and assistance for the purchase of tools.
- Housing assistance or loans, in several states.
Registration typically requires identity proof, age proof, bank details and evidence of having worked in construction — often an employer certificate, with a self-declaration route available in many states because most construction workers cannot obtain one. Membership must be renewed periodically, and lapsing means losing accrued eligibility, so the renewal date is worth writing down.
Registration is either free or costs a nominal fee. Anyone charging a substantial sum to register you with a welfare board is defrauding you.
The skill hierarchy and what it pays
Construction wages follow the notified minimum wage schedule for the state, by skill category, and the categories map onto recognised trades:
- Helper / beldar — unskilled, carrying, mixing, cleaning, assisting.
- Semi-skilled — shuttering assistant, bar bending assistant, assistant to a trade.
- Skilled — mason, carpenter, bar bender, shuttering carpenter, plumber, electrician, painter, tile layer, welder, fabricator.
- Highly skilled — specialised trades, machine and crane operators, surveyors.
Moving up this ladder is the main way construction earnings rise, and it happens through years on site rather than in a classroom. That creates a specific and common problem: an experienced mason with fifteen years of work has no document proving it, and is therefore paid and classified as though he does not have it.
Recognition of prior learning exists precisely for this. The construction sector skill council and its assessment partners assess existing competence against a standard and issue a certificate without requiring a full training course. For an experienced but uncertified worker, this is the highest-value single step available — it converts undocumented skill into a document that supports the correct skill category under the minimum wage schedule.
The contractor chain, and who owes you what
Construction employment runs through layers. A developer engages a main contractor, who engages subcontractors, who engage labour contractors, who bring gangs of workers — often from another state. By the time the chain reaches the worker, the employer is frequently one individual with no registration and no assets.
Two protections exist and both depend on knowing names.
First, contract labour legislation makes the principal employer liable if the contractor fails to pay wages or make statutory contributions. Knowing the name of the project, the developer and the main contractor is what makes that usable.
Second, where workers are recruited from one state to work in another, inter-state migrant worker provisions add entitlements — a displacement allowance, journey allowance for outward and return travel with wages for the journey period, suitable accommodation, and medical facilities. These are among the least claimed rights in Indian labour law.
Keep a record: the project name and location, the main contractor, your labour contractor’s name and phone number, the dates you worked, and the daily rate agreed. A photograph of the site board is often the most useful document a construction worker can have.
Safety: the part that cannot be fixed afterwards
Falls from height are the leading cause of construction deaths in India, followed by collapses, being struck by falling material, electrocution and excavation cave-ins. Almost all of them occur where a known control was absent.

- Properly erected scaffolding with guardrails, toe boards and safe access; edge protection on open floors and stairwells; covers over openings.
- Shoring for excavations beyond a shallow depth. Trench collapse gives no warning and kills quickly.
- Electrical safety — earthed equipment, no bare joints, no work near live overhead lines.
- Drinking water, toilets, washing facilities, first aid, and crèche facilities where the scale of the site requires them.
- Induction and training for the work you are actually doing.
Confined spaces — tanks, sumps, manholes, pits — kill by asphyxiation and by toxic gas, and typically kill the rescuers too. Entry without testing, ventilation, a permit and a standby person is unlawful and lethal.
If you are injured, insist that it is recorded on site the same day and get medical documentation in your own name. Compensation for employment injury runs through the state insurance scheme where applicable and otherwise under employees’ compensation legislation, and both claims depend on evidence created on the day.
Anti-scam: what targets construction workers
- Agents charging to register you with a welfare board. Registration is free or nominal. Go to the board or the labour department directly.
- Advance-and-debt arrangements where a contractor advances money for travel or family expenses and then holds wages against it. This is how bonded labour begins; the debt is often unlawful and the arrangement is a criminal matter.
- Recruitment for another state with a wage that changes on arrival, and travel costs charged back.
- Original documents and Aadhaar retained by a contractor to prevent workers leaving.
- Overseas construction jobs in the Gulf arranged by unregistered agents, with large fees, substituted contracts on arrival and confiscated passports. Recruiting agents must be registered; verify before paying anything.
- Deductions for helmets, boots and harnesses. Safety equipment must be provided free.
- Paid “skill certificates” from unrecognised institutes. Use the sector skill council route.
- Being told an injury will be “settled privately” rather than recorded. That settlement is worth a fraction of the claim it replaces.
Never pay money to obtain a job, and never enter a confined space or work at height without proper equipment.

Three things to do this month
Register with your state’s building and construction workers’ welfare board, and register on e-Shram — both are free and both take an afternoon. If you have years of trade experience and no certificate, start a recognition of prior learning assessment so you can be paid at the skilled rate rather than the unskilled one. And write down, today, the name of the project you are on, the main contractor and your labour contractor — because every entitlement described in this article ultimately depends on being able to say where you worked and for whom.
Seasonal migration and the rural alternative
A very large share of construction labour in India is seasonal. Workers move to cities during the agricultural off-season and return for sowing and harvest. That rhythm shapes everything about the work — short engagements, no continuity of service, accommodation on or near the site, and families split for months at a time.
Two things are worth knowing for anyone in that cycle. The first is the rural employment guarantee scheme, which entitles a rural household to a defined number of days of unskilled manual work in a financial year at a notified wage, with an unemployment allowance where work is not provided within the stipulated period. It pays less than city construction work, but it is close to home, the wage is paid into a bank account, and it is a genuine floor beneath a bad season. Registration is done through the gram panchayat and a job card is issued.
The second is that seasonal movement is exactly what breaks welfare board membership. Registration lapses if it is not renewed, and years of accrued eligibility for pension and scholarships are lost with it. Set a reminder for the renewal date and treat it as seriously as a rent payment.
Site accommodation and family life
Labour camps and on-site accommodation are the norm on large projects, and their quality varies from adequate to appalling. The law requires suitable accommodation for inter-state migrant workers and basic welfare facilities on covered sites, including drinking water, toilets, washing facilities and first aid — and, where a specified number of women workers are employed, a crèche for their children.
The crèche provision matters more than it appears. Children living on construction sites are exposed to open excavations, materials, machinery and dust, and the absence of a crèche is one of the clearest signs of a site cutting corners across the board. Schooling is the other: education assistance from the welfare board exists precisely so that a migrant construction worker’s children are not pulled out of school by the family’s movement, and it is claimable in most states with the child’s school records and the worker’s registration card.
When assessing a posting, ask about accommodation, water, toilets, whether wages are paid into a bank account or in cash, and whether a first aid facility and a trained person are on site. Cash-only payment with no record is the single strongest indicator that nothing else on that list will be in order either.
