Every year a very large number of Indians take up work in the United Arab Emirates, and a smaller but significant number lose money, documents or years of earnings to people who never had a job to offer them. The difference between those two groups is rarely luck. It is almost always whether the person understood how legitimate overseas recruitment actually works before they engaged with anybody.
This article sets that out. What the legitimate channels are, what a real process looks like from first contact to landing, what the paperwork should say, and the specific points at which fraud enters.

It is general information, not immigration or legal advice, and it is not a job advertisement. Rules change, so verify anything time-sensitive on the official sources listed at the end.
The three ways people legitimately get hired in the UAE
Direct application to the employer. Many UAE companies advertise on their own careers pages and on mainstream job platforms, and hire directly. For skilled and professional roles this is common. The employer then arranges the work permit and entry permit, and no agent is involved at all.

Through a registered recruiting agent in India. Recruitment of Indian workers for overseas employment is regulated. Agents must be registered with the Indian authorities, and the emigration process for workers in certain categories runs through the government eMigrate system. A registered agent has a registration number that you can and should verify.

Read the Guide →Through a UAE-licensed recruitment agency. The UAE regulates labour recruitment on its own side too, and licensed agencies operate under conditions set by the Ministry of Human Resources and Emiratisation.
What is not a channel: a person on a messaging app, a forwarded PDF with a company logo, a social media page offering visas, or a relative friend who knows someone. Those are how most fraud arrives, and none of them is a recruitment process.
eMigrate, and why it exists
India operates an emigration clearance framework for certain categories of workers going to certain countries, administered through the eMigrate system. Its purpose is protective: it creates a record of the worker, the employer and the terms, so that if something goes wrong there is something to act on.
Whether emigration clearance applies to you depends on the category you fall into and the current rules, which change. The practical instruction is straightforward: find out from the official source whether it applies to your case, and if it does, do not let anyone persuade you to travel on a visit visa instead and sort it out later. That advice is offered constantly and it is how people end up working without status, unable to complain about anything.
Register yourself on the official portal rather than allowing an agent to control your account, and keep your own login details.
What a legitimate process actually looks like
Step by step, so you can compare it against whatever you are being offered.
One. A vacancy exists with a named employer, and you can find that employer as a real registered business with a physical address in the UAE.
Two. You are interviewed, in person, by video, or by telephone. Real employers assess people before hiring them, including for manual roles.
Three. You receive a written job offer stating the position, the salary and its components, the working hours, the contract duration and what the employer provides. In the UAE the offer and the subsequent contract are meant to correspond, and the standard contract is registered with the labour authority.
Four. The employer applies for your work permit and entry permit. This is done by the employer in the UAE, not by you and not by an agent acting alone.
Five. You complete medical screening and any attestation of documents required.
Six. You travel, and after arrival you complete residency formalities including medical testing and Emirates ID registration, arranged by the employer.
Seven. You sign the employment contract, which should match the offer you accepted.
Notice what is absent: at no point in that sequence does a worker hand cash to an individual in exchange for a job.
The costs question, answered honestly
This is where people get confused, because some costs in overseas employment are real.
Your passport costs money. Attestation of educational certificates has official fees. A medical test may have a fee. In some arrangements a worker pays their own airfare, and in others the employer does — it depends on what the contract says.
What is not legitimate is a payment to secure the job itself: a placement fee running into lakhs, a charge for the visa, a payment to a middleman to put your name forward, or a deposit that will supposedly be returned. Recruitment charges to workers are restricted under UAE rules, and where a registered agent in India is permitted to charge a service fee, it is regulated and receipted rather than negotiated in cash.
The simple test: ask for a receipt, on letterhead, with the agent registration number on it. A legitimate agent produces one. A fraudster does not, and the request usually ends the conversation, which is the outcome you wanted.
The document to read most carefully
Your job offer is the single most important piece of paper in this process, and most people skim it because they are excited.
Check that it states the exact job title you are being hired for. Working in a role different from the one on your permit creates real problems.
Check that the salary is broken into basic and allowances, and note that end-of-service benefits are generally calculated on basic pay rather than the total. A package with a very small basic and large allowances looks the same monthly and is worth less at the end.
Check what is provided: accommodation or a housing allowance, transport, medical insurance, annual leave, and an annual or biennial return ticket. In many UAE arrangements accommodation and transport are provided for manual and semi-skilled workers, which changes what the cash salary needs to cover.
Check the contract duration, the probation period and the notice arrangements.

Documents to prepare before you start
- A passport with adequate validity remaining
- Educational and trade certificates, with attestation where required for your role
- Experience letters from previous employers
- A driving licence, if the role involves driving, plus knowledge of what conversion requires
- Police clearance, where required
- Medical records relevant to any existing condition
- Photographs to the required specification
- Bank account details in your own name
Keep your originals. Provide copies. No employer or agent needs to hold your original certificates, and an employer holding your passport after arrival is a serious matter rather than normal practice.
The frauds, in the order you will meet them
The advertisement. A notice circulating on messaging apps or social media, offering many unrelated roles at once with a flat salary, an age limit and a contact number. Real employers do not recruit this way.
The registration fee. Small, to establish that you will pay.
The escalation. Visa processing, medical, ticket, insurance, urgent charges to hold your position. Each framed as the last.
The convincing document. An offer letter or visa copy that looks official. Documents are trivially forged, and a visa copy can be checked independently rather than believed.
The visit visa switch. You are told to travel on a visit visa and that the employment visa will be arranged after arrival. Some people do end up employed this way, and many end up stranded, working without status, with no contract, no recourse and no money to return.
The changed contract. You arrive and are asked to sign something different from what you accepted, usually for less money. This is the moment to refuse and to raise it with the labour authority rather than signing to avoid conflict.
Verifying before you commit
Four checks, none of which takes long.
Verify the agent. Ask for the registration number and check it against official records. An agent who cannot produce one is operating illegally regardless of how professional the office looks.
Verify the employer. Find the company independently — its own website, its physical address, its presence in business directories. Call a number you found yourself, not one you were given.
Verify the visa or permit. UAE government channels allow verification of certain documents. Do not rely on a photograph sent to you.
Verify the offer against the contract. They should match.
If you have already paid or already travelled
If you have paid money in India to someone who has disappeared, report it to the police and through the national cybercrime channels, and keep every message and receipt. Where a registered agent is involved, there are official complaint routes.
If you are in the UAE and the situation is not what you agreed, the labour authority operates complaint mechanisms for workers, and the Indian mission in the UAE assists Indian nationals in distress. Both exist precisely because this happens.
Do not stay silent out of embarrassment. These operations are professional and they target people who are doing everything else right.
Frequently asked questions
Can I go on a visit visa and find work there? People attempt it. It carries real risk, including working without status, and it removes the protections that come with being hired properly. Understand the current rules before considering it rather than relying on what an agent tells you.
Is a high salary quoted in an advertisement realistic? Treat any specific figure in an unofficial advertisement as marketing. Actual pay varies by employer, role and package structure, and only the contract means anything.
Does the employer keep my passport? Your passport is your document. Practices vary in reality, but an employer retaining it is not something you should accept as normal.
What if the job is different from what I was promised? Raise it immediately, in writing, and use the official complaint mechanisms. Accepting a changed arrangement quietly makes it much harder to challenge later.
Do I need English? Useful in most workplaces and essential in customer-facing roles. Many worksites operate in Hindi, Urdu and Malayalam alongside English.

The rule that protects you
A job is something you are given in exchange for work, not something you buy. If money is moving from you towards a person promising employment, stop — whatever documents they show you, however urgent they make it sound, and however much you want the job to be real.
