For several years, care work was the most heavily promoted route into the United Kingdom for Indian workers. It was also the most heavily defrauded. Thousands of people paid very large sums for certificates of sponsorship that were worthless, for jobs that did not exist, or for positions with employers who could not lawfully employ them.
That route is now closed to overseas applicants. This article explains what changed, who is still affected, and why offers of UK care visas are still circulating despite it.

It is general information, not immigration advice. Rules change and are applied case by case. Verify the current position on the official UK government website before acting.
What changed, and when
From 22 July 2025, overseas recruitment of care workers and senior care workers through the Skilled Worker route ended. UK employers can no longer bring care workers into the country from abroad through that route.

This was part of a wider tightening that also raised the general skill threshold for the Skilled Worker route to RQF Level 6 — broadly graduate level — which care work, classified at a lower level, sits below.
Right to Work Checks and Share Codes: What UK Employers Must Do and Why It Matters
Every employer in the United Kingdom is required to check that a person has the right to work before employing them. It is a small administrative…
Read the Guide →The change was not a temporary suspension announced with a reopening date. It closed the overseas pathway.
Who is still affected, and how
The closure applies to recruitment from overseas. Arrangements continue in defined circumstances for people already in the UK.
Reporting on the changes indicates that providers can continue to sponsor workers who are already in the country where conditions are met — broadly, where the person has already been working lawfully for the provider for a qualifying period in their current status, or is already sponsored in a care worker occupation. In England, provider requirements including active regulatory registration apply.
Existing workers have been able to extend, with extensions reported as running until 22 July 2028.
If you are already in the UK and this affects you, do not rely on this summary. The conditions are specific, they matter, and they are exactly the sort of thing where a small detail changes the outcome. Check the official guidance for your circumstances and consider qualified advice.
Why offers are still circulating
The closure has not stopped the advertisements, and there are three reasons.
Old content. An enormous volume of material was published while the route was open — articles, videos, agency pages — and much of it remains online unrevised, reading as authoritative.
Agents working from old information. Some intermediaries genuinely have not updated their understanding, which does not make the outcome any better for the person paying them.
Deliberate fraud. The largest category. A closed route is, from a fraudster point of view, an improvement: the applicant cannot easily verify anything, the demand is unchanged, and there is no employer who will ever say the offer was fake.
So the practical position for anyone in India today is stark. An offer of a UK care worker visa is describing a route that is not available to you. Whatever documents accompany it, whatever the salary, however professional the presentation.
The specific frauds to recognise
Certificates of sponsorship offered for sale. This was the dominant fraud while the route was open and it has not disappeared. Sponsorship is assigned by an employer for a genuine job. It is not a document that can be bought, and attempting to buy one is not a shortcut into a legitimate arrangement.
Sponsorship by employers who could not use it. Even while the route was open, workers arrived to find employers with no real work for them, or whose licences were subsequently revoked, leaving them stranded with no employment and status tied to a sponsor.
Large upfront fees. Described as sponsorship, legal, processing or agency fees, frequently running into lakhs. Families sold land and gold to pay them.
Offers that pivot. A care offer becomes a hospitality offer, a student route offer, or an offer in another country entirely, once the applicant has already paid something. The sunk cost is the mechanism.
If you paid for a care route offer
Whether before or after the closure, the steps are the same and speed matters.
Contact your bank immediately about a dispute or recall. The window is short.
Report it through the national cybercrime reporting portal and at your local police station, keeping every message, screenshot, receipt, contract and phone number.
Where a registered Indian recruiting agent was involved, there are official grievance routes concerning the conduct of agents.
If you shared banking credentials or a one-time password, treat it as an active security incident and call your bank helpline at once.
Do not pay anyone offering to recover your money or to fix the situation. That is the second fraud, run on people already in difficulty.
If you are already in the UK on a care visa
Your position is different from an overseas applicant, and it is worth understanding rather than guessing.
Arrangements continue in defined circumstances, and extensions have been reported as available until 22 July 2028. But the conditions are specific, the situation of your sponsor matters, and there are known risks — including workers whose sponsors lose their licence.
Three practical points. Know your own status and its expiry rather than relying on your employer to track it. Keep your documents, including your certificate of sponsorship details, contract and payslips. And take proper advice early if your employment or your sponsor position becomes uncertain, rather than after a deadline has passed.
If you are being exploited — unpaid wages, excessive hours, threats about your visa, or being charged fees by your employer — that is a matter you can raise. Workers in the UK have rights regardless of immigration status in many respects, and organisations exist to help.
What honest alternatives look like
For someone in India whose plan was the care route, the useful question is what actually exists.
Regulated health professions. Nursing and other regulated professions have their own registration requirements with UK professional bodies, and those routes are separate from the care worker discussion. They are demanding — professional registration, English requirements, examinations — and they are legitimate.

Frequently asked questions
Is the route definitely closed? Overseas recruitment of care workers through the Skilled Worker route ended on 22 July 2025. Verify the current position on the official guidance.
Will it reopen? Any change would be announced through official channels. Check there rather than believing an agent claim.
What if an agent shows me a certificate of sponsorship? Documents are easy to produce. Check the sponsor register yourself and check whether the occupation is eligible.
I am in the UK on a care visa — am I affected? Arrangements continue in defined circumstances, with extensions reported to 2028. Check the guidance for your specific situation and take advice.
Can I switch to another route from inside the UK? In-country switching exists for some routes and depends on your circumstances. This is exactly the situation in which proper advice is worth its cost.

What went wrong while the route was open
It is worth understanding the failures of the period before the closure, because they explain why the rules tightened and because the same patterns appear in every other market discussed on this site.
Sponsorship became a commodity. Where a document has value and a licence-holder controls its supply, a market appears. Certificates were sold rather than assigned against genuine vacancies, and the price was paid by the person least able to afford it.
Workers arrived to no work. Some found their sponsor had no hours for them, or far fewer than promised, leaving them with status tied to an employer who was not employing them and a debt at home to service.
Sponsors lost their licences. When a licence is revoked, the workers sponsored under it are left in an extremely difficult position through no fault of their own.
Debt made people compliant. A worker who has borrowed heavily to reach a country is a worker who will accept a great deal rather than lose the job. That dynamic is the root of most exploitation in migrant labour anywhere in the world.
The lesson generalises well beyond care work and beyond the UK: never borrow heavily to pay for a job, and be most suspicious of routes where a document rather than an employer appears to be the thing being offered.
Protecting yourself in any sponsored route
If you pursue a sponsored route anywhere, these checks apply.
Verify the employer holds a licence on the official register, yourself, rather than accepting a document.
Confirm the job is real — a specific role, a workplace, an interview with someone who can describe the work.
Confirm the occupation is eligible for the route at the current requirements.
Pay official fees to official bodies only. A payment to an individual or agency for the job or the sponsorship itself is the definitive marker of fraud.
Do not borrow to fund it. If the arrangement only works by taking a large loan, the risk is being transferred entirely to you.
Keep every document, and leave copies with family at home.
These five habits would have prevented the great majority of the harm done to Indian care workers during the years the route was open, and they will prevent the equivalent harm in whichever market becomes the next popular destination.
The plain statement
Overseas recruitment of care workers into the UK through the Skilled Worker route ended on 22 July 2025. If you are in India and someone is offering you a UK care visa, they are selling you a route that is not open. Do not pay them, and check the official guidance yourself.
